Government Shutdown Update
As your lending partner, please know we are closely monitoring the current government shutdown. We understand you may have questions about our operations during this time. Below is a summary of what you can expect.
Last updated October 1, 2025
If you have any questions, please do not hesitate to reach out to us or refer to loan guidelines posted on SBA.gov for more information.
How will CDC Small Business Finance be impacted by the shutdown?
- At CDC Small Business Finance and the Momentus Capital branded family of organizations, we will continue processing new and existing SBA 504 and Community Advantage loan applications, and submit to the SBA once the shutdown has ended.
- 504 loans will continue to be worked on by our team. Loans will be prepped for submission to the SBA so that once the shutdown ends, we can submit the application for review. SBA will not be accepting any new 504 applications during the shutdown.
- Community Advantage loans will continue to be worked on by our team prepared for the SBA, and after the shutdown ends, loans will be quickly approved under our delegated authority. For loans already approved by the SBA no later than 09/30/25, we will continue to process and fund these loans during the shutdown.
What should I expect from the SBA during the shutdown?
Due to the shutdown and lapse of a budget or Continuing Resolution (“CR”), the SBA will be operating as outlined below. We also advise you to visit SBA.gov for additional details.
- SBA may retain very limited staff and maintain only critical operations that are necessary for the protection of property (loan collateral)
- No SBA loans can receive funding approval until passage of a CR or government budget
- No amendments are being processed on existing but unfunded authorizations
- 504 debentures that were cleared for the October funding cycle that do not require amendments will be funded
Again, while the federal government may be experiencing a shutdown, rest assured it is business as usual here at CDC. We will continue to move loans through the process and resume loan actions with the SBA as soon as possible.
We are available to answer any questions you may have about how the shutdown is affecting any of your deals and SBA 7(a) and 504 lending in general.
