Penny Garton is responsible for the Small Business External Loan Officer Team for CDC Small Business Finance.

Penny joined CDC Small Business Finance in 2021 as an External Loan Officer covering California’s Central Valley. Promoted to a Sr Loan Officer-Team Lead in 2024, to now the External Sales Manager in 2026. Penny has more than 38 years experience in commercial lending spanning across the United States, previously working for Wells Fargo Bank and Bank of America. Penny currently serves as a board member for the Build Up California Advisory Board, which focuses on child care.
